I'm not sure if this is related to the library version, but are you using a pre-made release tarball or are you taking the sources directly from the master branch? The –b option is used to perform all the phases of the build process. If you see any errors during this phase, then you need to resolve it before re-attempting again. Webtopdir in .rpmmacros indicates where your software should be built, rpmbuild recommends to build your programs in a separate dir to avoid crossing streams with live files, which is normally a good behaviour. If you wanna remove this behaviour just remove topdir from .rpmmacros although I don't recommend this.
